In 2025, the path from a finished APK to a public Google Play release is longer than before. New developers must now complete closed testing. Here is the full process step by step, from account registration to appearing in Play Store search.
Step 1. Register a developer account
Go to play.google.com/console and sign in with a Google account. Choose your account type:
- Personal for individual developers. Registration fee: $25 once.
- Organization for companies. You will need a D-U-N-S number and legal documents.
Important in 2025: all new personal developer accounts must pass closed testing before the first public release. Organizational accounts are still exempt.
Step 2. Create the app in Play Console
After signing in, click Create app. Fill in:
- App name
- Default language
- Type: app or game
- Paid or free
Then complete the store listing: description, screenshots, app icon, and feature graphic.
Step 3. Prepare a privacy policy
Google requires a privacy policy link for any application. Host it on your own website or use a privacy policy generator. Without it, moderation may fail.
Step 4. Upload your APK or AAB
Google recommends the AAB (Android App Bundle) format. It is smaller and required for certain large apps. Go to Testing → Closed testing, create a release, and upload the file.
Step 5. Pass closed testing
This is the most important and most surprising stage for new developers. Google requires:
- At least 12 testers must install the app
- The period of active use is 14 consecutive days
- Testers must have real Google accounts with activity history
Only after those conditions are met does the public release button become available.

Step 6. Move the app to public release
After closed testing succeeds, go to Production and create a new release. Upload the final version, fill in release notes, and send it for review.
Review usually takes 1-3 days for the first production release. After approval, the app will appear in Google Play search.
Step 7. Complete the content questionnaires
Before release, Play Console will ask you to complete:
- Content rating questionnaire
- Data safety section
- Target audience information

- Initial app review: up to 7 days
- Closed testing: 14 days minimum
- Final review: 1-3 days
