When developers first learn about Google's rule, the first question is almost always the same: why exactly 12? And why 14 days? Here is what is known about that requirement.
Where the 12/14 rule came from
In November 2023, Google announced mandatory closed testing for all new personal developer accounts. The rule was introduced as a barrier against low-quality, spam, and fraudulent apps.
The numbers 12 testers and 14 days were chosen as the minimum threshold that is high enough to reveal basic product issues and confirm real developer intent.
Important: the rule currently applies only to new personal developer accounts. Organizational Google Play accounts are still exempt.
How Google checks activity
Google does not publish the exact algorithm, but based on developer experience, a few things are clear:
- Each tester must accept the invite and install the app.
- The app needs to be launched. Installation alone is not enough.
- The timer starts when the 12th tester installs the app.
- If the number of active testers drops below 12, the counter may pause.
- Google checks that accounts are real and have some history of activity in Google services.
What happens if you have fewer than 12 testers?
Play Console simply does not show the button to move to public release. You will see that the requirement is not met and you must wait until enough active testers are added.
The day counter does not start until there are 12 installs. If you had 11 testers for two weeks and the 12th installs today, the 14-day period begins only now.
Can you use emulators or fake accounts?
Technically, you can try. In practice, Google can distinguish real devices from emulators through Play Integrity signals. The test may simply not be counted, and you lose 14 days.

Do you need tester feedback?
Formally, Google does not require a fixed number of feedback items. But testers can leave feedback in Play Console, and its presence is a positive signal. We include meaningful tester feedback by default.
